NOTICE TO CONTRIBUTORS — Decisions of the Chronological Compliance Council are enforceable across the 43 jurisdictions under the CT Corp Framework Agreement. Any challenge must be filed within 15 calendar days of notification. After that deadline, decisions are irrevocable.

MISSION & MANDATE

Established by Article 14 of the Chronotic Technologies Implementing Regulation (RATC, 2030), the Chronological Compliance Council (CCC) is the independent regulatory body charged with ensuring that the commercial, industrial and therapeutic use of temporal compression complies with the standards defined by the Cronos Pact and its derived protocols.

The Council issues Temporal Compliance Certifications (TCC), without which no compression-complex operator may legally keep its facilities in operation. It also conducts internal investigations in the event of a serious incident and imposes the graduated sanctions set out in the Contributor Charter.

COUNCIL COMPOSITION

The CCC is composed of nine permanent members, appointed for four-year terms renewable once. Members are drawn from the three areas of expertise recognized by the RATC:

CERTIFICATION PROCEDURES

Temporal Compliance Certification follows a standardized three-phase protocol, conducted entirely on site. Accredited inspectors are granted unlimited access to all facilities, including NAOS-9 logs, the biometric matrices of the compressed and the compression archives of the past 24 months.

CERTIFICATION PHASES

Exhaustive review of activity registers, voluntary-compression contracts, incident logs and medical reports. Standard duration: 5 to 10 business days depending on the size of the facility.

Operators must provide all unencrypted NAOS-9 data for the period under audit. Any restricted access not justified by a duly accredited national-security ground constitutes a Level 2 breach.

* The operational definition of “voluntary compression” adopted by the CCC in plenary session in 2031 excludes situations of documented economic coercion. This exclusion was suspended by internal decision in 2033 following pressure from the Executive Board. The former biomedical-area members who opposed it were granted “early retirement for health reasons.”

On-site inspection of temporal flux generators, emergency safety protocols and the housing conditions of the compressed. Verification of rest/compression cycles in accordance with Table 3 of Annex B of the RATC.

The inspector may require real-time viewing of a complete compression cycle. Recordings from this phase are classified Beta and archived for 10 years.

* Table 3 stipulates a minimum of 8 hours of biological rest between each compression cycle. Temporary waivers may be granted by the Executive Board in cases of “urgent productive necessity.” In 2033, 78% of complexes operated under a permanent waiver. This information appears in no public CCC report.

Anonymized individual interviews with a 5% sample of active compressed, conducted without management staff present. Protocol designed to detect any form of coercion, contractual fraud or undeclared medical condition.

Testimonies are processed by CT Corp’s KRONOS-V semantic-analysis system before transmission to the CCC, in order to remove personally identifiable data.

* KRONOS-V also applies a “narrative coherence” filter that removes testimonies deemed statistically aberrant or liable to harm certification. In practice, 94% of negative testimonies are pruned before transmission. No CCC member is officially aware of this setting.

* The zero rate of Level 3 breaches for fiscal year 2033 is presented as an indicator of the sector’s maturity. None of the 412 individual complaints filed by the compressed was classified as Level 3 by the CCC. Access to the reclassification criteria is reserved for permanent members and the Executive Board.

* The disturbance coincides with the triggering of the ANANKE protocol in the zone. None of the CCC members was informed of the existence of this protocol.

PREAMBLE

The Contracting Parties, assembled in Brussels in January 2027, recognizing that temporal-compression technology constitutes the most significant scientific advance since the mastery of nuclear energy, and that its unregulated use represents an existential risk to the stability of the world order;

Recalling the tragic events of February 14, 2026 in Sochi, which demonstrated the destructive potential of this technology when it escapes all institutional control;

Convinced that only a concentrated architecture of governance, entrusted to a technocratic entity of supranational rank, is able to ensure collective security;

Agree as follows.

* The attribution of the Sochi event to an “uncontrolled technology” is the official version adopted in every diplomatic forum. The archives of Operation KREMLIN SUNSET — classified CIA documents establishing the concerted nature of the attack — are accessible to no member of the signatory governments, except the heads of state directly involved in the planning.

ARTICLE 1 — TECHNOLOGICAL MONOPOLY

CT Corp holds the exclusive and non-transferable monopoly over the design, manufacture, installation and maintenance of any device capable of generating, maintaining or modulating a temporal-compression flux on the territory of the Signatory Parties.

No state, private entity, international organization or natural person may develop, acquire, hold or operate temporal-compression technology outside the licensing framework granted by CT Corp.

ARTICLE 2 — CHRONOTIC JURISDICTION

Offenses committed within an active temporal-compression zone fall exclusively under CT Corp’s chronotic jurisdiction, exercised by the International Chronotic Prosecutor’s Office (PCI) seated in Geneva. National courts are automatically divested of any matter concerning the technologies covered by this Pact.

* In practice, Article 2 strips signatory states of any power to investigate deaths, disappearances or bodily harm occurring in the compression complexes. The PCI has brought no indictment since its creation. Its operating budget is funded entirely by CT Corp.

ARTICLE 3 — REVENUE SHARING

The Signatory Parties receive a territorial royalty calculated as follows:

  • Tier A (founding states): 4.7% of gross compression revenue generated on their territory
  • Tier B (later acceding states): 2.1% of gross revenue
  • Tier C (protectorates under CT Corp administration): 0.3% of gross revenue — mandatorily allocated to compression infrastructure
* Continental Europe has been classified entirely as Tier C since the collapse of the Euro in June 2027. European governments officially accepted this status in exchange for a guarantee of “energy stability” whose contractual definition remains entirely at the discretion of the CT Corp Executive Board.

ARTICLE 4 — OBLIGATIONS OF SIGNATORIES

Each Party undertakes to:

  • Adapt its national legislation to guarantee full enforcement of CCC and PCI decisions
  • Make the biometric and mobility data of its population available to CT Corp to feed the NAOS-9 database
  • Suppress any activity involving the development or use of unauthorized temporal technology
  • Facilitate the deployment of Aegis-CD forces on its territory in the event of a declared chronotic incident

ARTICLE 9 — STABILITY CLAUSE

This Pact may not be denounced by any Signatory Party as long as temporal-compression facilities are active on its territory. Denunciation is conditional upon the prior dismantling of all flux generators — an operation whose cost, terms and schedule are determined unilaterally by CT Corp.

* The Stability Clause was described by three former signatory jurists as a “mechanism of sovereign captivity without precedent in international law.” Two of them were later placed in Level 4 preventive compression for “risk of disclosure prejudicial to global chronotic security.”

By activating your Synaptic Weave, you accepted this entire Charter without reservation. This document summarizes your rights, your obligations and the terms of your Temporal Contribution. For any question, contact your Cell Coordinator.

YOUR RIGHTS AS A CONTRIBUTOR

  • Remuneration in Corporate Time-Credits (CTC)
    Your contribution is remunerated according to the rate schedule in force, indexed to your productivity as measured by NAOS-9. The base rate is available in your contributor area.
  • Access to CT Corp medical care
    In the event of a medical incident directly linked to your compression activity, you receive care in approved CT Corp medical centres. Costs are deducted from your CTC balance.
  • Guaranteed biological rest period
    A minimum of 8 hours of uncompressed rest is guaranteed per 24-hour biological cycle, except upon activation of a Productive Necessity waiver.
  • Access to the Temporal Paradise space
    5 hours of subsidized virtual reality per month of active contribution, in the Temporal Paradise spaces of your assigned complex.
  • Right to complex mobility
    After 24 months of continuous contribution, you may submit a transfer request to another complex. Average processing time: 8 to 14 months. Subject to availability and validation by your Coordinator.
  • Voluntary Exit Clause
    You may end your Temporal Contribution at any time, subject to full repayment of the activation debt of your Synaptic Weave, the de-installation fees and any remuneration advances received.
* The activation cost of the Synaptic Weave is set at 18,000 CTC. The median monthly wage of a Standard-Level compressed is 420 CTC after deduction of housing and food. The Voluntary Exit Clause is mathematically inoperative for 97% of active Contributors. It nonetheless appears on page 1 of the Charter in order to satisfy the formal requirements of the RATC 2030 Regulation.

YOUR OBLIGATIONS

You undertake not to attempt to modify, neutralize or hack your Synaptic Weave or that of a third party. Any unauthorized intervention constitutes a Level 3 offense punishable by penal compression.

You undertake to report immediately to your Coordinator any perceived anomaly in the functioning of your Weave, including dreams, hallucinations or thoughts deemed atypical under the CT-MED 4.1 diagnostic grid.

* The CT-MED 4.1 grid classifies as “atypical” thoughts relating to organized resistance, the questioning of the legitimacy of the Cronos Pact, and unauthorized communication with entities outside the assigned complex. Such a report automatically generates a Kassandra alert.

Any communication to the outside of the assigned complex must pass through CT-NET 2.0 and is subject to automatic analysis by Kassandra. Communications deemed prejudicial to the security of the Pact are neutralized without prior notice.

You undertake not to disclose any information relating to the activities of the complex, the conditions of compression, incident statistics or the identities of your fellow Contributors to any unauthorized person.

* The list of “authorized persons” is contractually limited to your Cell Coordinator and CT Corp medical staff. This includes the legal impossibility of communicating with your family, lawyer or any outside authority without the written authorization of the Coordinator. This provision has been challenged before the International Chronotic Prosecutor’s Office. The proceedings have been ongoing since 2031.

CT Corp reserves the right to carry out firmware updates of your Synaptic Weave at any time, without prior notice and without obtaining individual consent. These updates may modify compression parameters, communication capabilities or the cognitive functions associated with the Weave.

By accepting this Charter, you granted CT Corp a permanent, irrevocable and transferable consent for any intervention on your Weave.

* The term “cognitive functions associated with the Weave” is defined in Technical Annex AT-9 — a classified document not accessible to Contributors. The CT-NET 2.0 Protocol, developed in 2034 in response to the events of December 2033, falls within the scope of this article. It allows the gradual adjustment of “rebellion thresholds” and the modulation of critical thought. The consent you gave when activating your Weave explicitly covers this intervention.

Any Contributor observing deviant behavior, unauthorized activity or an unsanctioned attempt at collective organization within their complex is required to report it to their Coordinator within 2 hours of the observation.

In exchange for any confirmed report, the Contributor receives a 2% reduction of their daily compression cycle, up to a cumulative 20% reduction per quarter, and priority access to Temporal Paradise slots.

* The incentivized-informing program has been assessed as the most effective factor in disrupting Red Echo cells in the compression environment. The rate of cells neutralized through internal reporting was 67% over 2033. The reward does not apply if the informer is themselves identified as a sympathizer during the ensuing investigation.

* The “Tabula Rasa procedure” refers to the partial or total erasure of memory through intervention on the Synaptic Weave. It is presented in the Executive Board’s internal communications as a “humanist” alternative to permanent compression. Its application requires neither a judicial decision nor notification to the family. The procedure is classified as a “therapeutic medical act” in the CT-MED nomenclature, which removes it from any criminal jurisdiction.

Progression conditions

After 36 months of continuous contribution with a NAOS-9 productivity score above 87% and zero documented offenses, you are eligible for promotion to Advanced Level.

Advanced Contributors enjoy a reduced compression rate (×50 instead of ×100), an 8 m² individual dwelling and supervised access to the CT-NET network.

ADVANCED LEVEL → CELL COORDINATOR

Access to supervision

The position of Cell Coordinator is granted by direct selection of the Complex Management. It cannot be applied for. Coordinators are no longer subject to compression and receive a salary in CTC-Premium not subject to productivity indexing.

* The selection of Coordinators relies mainly on the Contributor’s cumulative informing score and on their Kassandra history. Coordinators who have reported the largest number of deviant activities statistically show the fastest progression.
REGULATORY REMINDER

FIRMWARE UPDATE IN PROGRESS

A Synaptic Weave firmware update (CT-NET 2.0, Phase 1) has been rolling out gradually since 03.01.2034. No action on your part is required. You may notice a faint, familiar humming during synchronization.

* The CT-NET 2.0 update currently being deployed is not mentioned in version 4.2 of the Charter — the one you accepted. It was authorized by the Executive Board under Article 14 of Charter version 4.1, which you accepted at your first activation. The distinction between versions 4.1 and 4.2 was not notified to Contributors.

CONTRIBUTOR UNDERTAKING

By activating your Synaptic Weave, you declared that you had read, understood and accepted without reservation this entire Charter, including its Annexes, in the language of your choice among the 47 official versions available.

This undertaking is permanent, irrevocable and enforceable against your legal heirs for any residual debt at the time of your biological death.

* The phrase “in the language of your choice” refers to the Weave activation form, available in 47 languages. Technical Annexes AT-1 to AT-12, which define the actual compression parameters and CT Corp’s rights over cognitive data, are available only in English and Russian, and only on express request addressed to the CCC Secretariat. The request must be written in English.
